PARTY SYSTEM AND FEDERAL SYSTEM 


Introduction
  1. federalism requires presidential system
    1. parliamentary system is based on party system which distorts federalism
  2. India, there is no centre-state disputes, there is party to party dispute
  3. when same parties at centre and state, this is cooperative federalism, when different parties, it is bargaining federalism
  4. Prof. MP Singh: there are two axis of Indian political system
    1. Parliamentary axis
    2. federal axis
    3. parliamentary axis= strong centre
    4. federal axis= strong state
    5. when single party has majority in parliament, parliament axis is strong
    6. when coalition politics, federal axis is strong
  5. factors affecting federalism
    1. party system
    2. economic policy
      1. when neo-liberal, states will be stronger
      2. when welfare state, centre will be stronger.

There are two reasons to it.  Firstly, since I had reached the interview stage in all my three attempts, I never had the luxury of time to refer to any book.  Secondly, I believe Ma'am's notes are more than enough to form the core aspect of the subject's preparation. I did value addition from multiple sources so as to get an edge in my answers: I referred to copies of toppers of the respective tests that I attempted during my mains ...
