Intro-people themselves participate in governance through initiative, recall , referendum
  • People can be members of watchdog bodies like NHRC,NCW,etc
  • People participate to ensure accountability by RTI,SOCIAL AUDIT

  1. Carole pateman- participation creates responsible citizenship. People understand complexities of administration, makes democracy inclusive, legitimacy to the laws, best way to realise popular sovereingty.
  2. Rousseau- believed only way liberty and authority can be reconciled is through direct participation in the law making. For him, participation was essential for the self development of the individual, which is necessary for the generation of general will that represent collective common goal of the community.
  3. Gandhi- advocated for partlyless democracy with people’s direct participation.
  4. Hannah arendt- Civic Republicanism. Becoming zoon politikon through political action.


  • Radical democracy-latin word-radix which means roots.
  1. Habermas- only way to make legitimate policies is with people's participation which he calls communicative action in ideal speech situation.
  2. agenda 21 said there cannot be any sustainable development w/o community participation.

There are two reasons to it.  Firstly, since I had reached the interview stage in all my three attempts, I never had the luxury of time to refer to any book.  Secondly, I believe Ma'am's notes are more than enough to form the core aspect of the subject's preparation. I did value addition from multiple sources so as to get an edge in my answers: I referred to copies of toppers of the respective tests that I attempted during my mains ...
