  • Parliamentary democracy envisages a cabinet form of government with a President as a titular head (and a governor in the states) with responsibility of ministers to the Parliament. 
  • One of the key features of Parliamentary System of Government is that the Executive is responsible to the Legislature. 
  • Thus, Under Article 75(3), In India the Council of Ministers is collectively responsible to the House of People (Lok Sabha). 
  • The Council of Ministers remains in office as long as they enjoy the support and confidence of the Lok Sabha. 
  • The features of parliamentary government in India are: 
    • (a) Presence of nominal and real executives; 
    • (b) Majority party rule, 
    • (c) Collective responsibility of the executive to the legislature, 
    • (d) Membership of the ministers in the legislature, 
    • (e) Leadership of the Prime Minister or the Chief Minister, 
    • (f) Dissolution of the lower House (Lok Sabha or Assembly).
